I've tested this for the fun of it, and found that once you get to 100 in all skills it does indeed let you move on to the perk screen. In the original release, if you have skill points left to allocate you'll be stuck on the skill screen. Note that if you don't have the latest patch for Fallout 3, you're going to cheat yourself into a corner. The below cheat can be used in conjunction with this to get to skill level 100 in all skills, and possess all perks. This won't let you gain massive amounts of hit points, unless you set your level to 1 and level up again with more endurance than you had before. In essence, you lower your level to allow you to allocate skill points and take perks when you level up again. So, tlevel 5 would set your character's level to 5, and you'd lose all hit points you'd gained along the way but keep all skills and perks.
